<descript>
This data set is a spatial representation of municipalities in New Jersey. Spatial accuracy was improved upon from earlier municipalities data by integrating features that are coincident with municipal boundaries from other high quality source data sets. This data set is temporally accurate to May 2008. An update is anticipated in July 2009 with the concurrent release of a seamless parcel data set for 19 of 21 counties in New Jersey.
<purpose>To provide basic jurisdictional information. This data set was developed to produce the most accurate delineation of municipal boundaries achievable from existing data sources.</purpose>
<supplinf>Spatially referenced data were derived from the following GIS layers to build municipal boundary lines. They include:
Delaware Geological Survey - New Jersey/Delaware boundary data
New Jersey Department of Agriculture, State Agricultural Development Committee, Farmland Preservation Program - preserved farmland boundary data from property surveys
New Jersey Department of Environmental Protection, Green Acres Program - open space boundary data from property surveys
New Jersey Department of Environmental Protection, Bureau of Geographic Information Systems - New Jersey/New York boundary data for Ellis Island
New Jersey Department of Environmental Protection, Bureau of Geographic Information Systems - hydro (stream) centerline data
New Jersey Department of Environmental Protection, Bureau of Geographic Information Systems - land use/landcover data
New Jersey Department of Environmental Protection, Bureau of Geographic Information Systems - municipal boundaries data from US Geological Survey topographic maps
New Jersey Department of Environmental Protection, New Jersey Geological Survey - New Jersey/New York boundary data for the northern border of New Jersey, and New Jersey/New York boundary data through Shooters Island off the shoreline of Bayonne
New Jersey Department of Transportation - road centerline data
New Jersey Office of Information Technology, Office of Geographic Information Systems - New Jersey/Pennsylvania boundary data, and river and bay outlet data
Various county or municipal agencies - State-certified digital tax map data and digital parcel data</supplinf>

<attraccr>Values in the MUN_CODE field were populated based on the NJ1040 codes. The ACRES and SQ_MILES fields were recalculated based on SHAPE_AREA. In addition, POPDEN2000, POPDEN1990, and POPDEN1980 were recalculated based on the updated number of square miles in the SQ_MILES field. All municipal name changes are current to January 2008. Attributes for Geographical Naming Information System (GNIS) codes and names were thoroughly reviewed in collaboration with Bureau of Geographic Names - US Geological Survey and US Census Bureau representatives. No formal accuracy testing was performed to qualify or validate attribute data. All other attribute information was carried over from the most current NJDEP municipality boundaries (stmun) layer and is assumed correct.</attraccr>
</attracc>
<logic>Polygons were built from the NJOIT-OGIS Municipal Boundaries of New Jersey (nj_munis_arcs) line layer using the default cluster tolerance of 0.003 US survey feet. Municipalities with multiple disconnected areas were created as multi-part polygons.
A spatial join was created with the centroids of the NJDEP municipality boundaries (stmun) layer as a quality control check. An examination of the attribute table ensured that each polygon contained a single centroid and any errors were resolved. A topology rule set was also built to ensure there were no gores (gaps) or overlaps between polygons.</logic>

<procdesc>Data delineated to represent the centerline of the Delaware River were developed for the project. An inventory of Delaware River islands with state jurisdiction was developed from information in "The Story Of New Jersey's Civil Boundaries 1606 - 1968" by John F. Snyder, Bureau of Geology and Topography, Trenton, New Jersey, 1969. Using this information, a delineation was generated to represent the centerline of the Delaware River from the New Jersey/New York border to the 12 mile circle at the New Jersey/Delaware border. The delineation of the centerline of the Delaware River was generated by manually digitizing the river's visible shorelines, interpreted from New Jersey Office of Information Technology, Office of Geographic Information Systems 2002 orthophotography (+/-4 feet). A centerline was generated from the shorelines utilizing the DUAL COLLAPSE command in ArcGIS ArcInfo 9.2. Using the automated centerline as a guide, the final delineation was manually digitized to provide a smoother, more visually suitable centerline.
The centerline of the Delaware River represents the boundary between New Jersey and Pennsylvania. These data were used to represent municipal boundaries coincident with the river centerline as shown on municipal tax maps.</procdesc>

<procdesc>Polygons were built from the NJOIT-OGIS Municipal Boundaries of New Jersey (nj_munis_arcs) line layer in ArcCatalog using the POLYGON FEATURE CLASS FROM LINES command with the default cluster tolerance of 0.003 US survey feet.
A topology rule set was also built to ensure there were no gores (gaps) or overlaps between polygons.</procdesc>

<procdesc>Attributes were added to the attribute table. Values in the MUN_CODE field were populated based on the NJ1040 codes. Attributes for Geographical Naming Information System (GNIS) codes and names were thoroughly reviewed in collaboration with GNIS-US Geological Survey and US Census Bureau representatives. No formal accuracy testing was performed to qualify or validate attribute data. All other attribute information was carried over from the most current NJDEP municipality boundaries (stmun) data set and is assumed correct.</procdesc>
